How GTA 5 Roleplay Became Its Own Industry

Third-party tools, most notably FiveM and its Red Dead Redemption counterpart RedM, let communities run dedicated custom servers with their own rules, scripts, and roleplay scenarios, built on top of the base PC game. Over time, these servers turned into a major streaming phenomenon on their own, well beyond the base game's normal audience.
Rockstar's acquisition of the FiveM and RedM team
On August 11, 2023, Rockstar announced it had acquired Cfx.re, the team behind FiveM and RedM, describing the move as embracing the roleplay creative community that had grown around its games.

FiveM and RedM exist because Rockstar's PC releases could be modded with third-party server software. GTA 6 has no announced PC version. Without a PC release, the kind of deep custom-server modding that GTA roleplay depends on has no obvious way to exist on GTA 6, at least not in the form it took on GTA 5.
If GTA 6 eventually gets a PC port, the way GTA 5 did about 19 months after console and RDR2 did about 12 months after console, an RP scene becomes far more plausible, especially given that Rockstar now owns the team behind the tools that made it possible last time.
