Read the sentence carefully, because the precision matters. Rockstar answered a question about what is in the game, and it answered about the game as it ships. There is no statement anywhere saying GTA 6 will never have an online component, and there is no statement saying it will.

Precedent one: GTA Online arrived 14 days later, and broke

GTA 5 released on September 17, 2013. GTA Online went live on October 1, 2013, exactly 14 days after the single-player game. It was not sold separately and it was not announced as a later product afterthought, it was simply not there on day one.

The launch went badly. Players could not get into sessions, the game reported the Rockstar cloud servers as unavailable, and loading screens froze. The failure was severe enough that Rockstar set up a dedicated status page to communicate about it.

Precedent two: Red Dead Online arrived 32 days later, in waves

Red Dead Redemption 2 released on October 26, 2018. Red Dead Online opened as a beta on November 27, 2018, which is 32 days later, and Rockstar did not open it to everyone at once. Access was rolled out in stages across four days, through November 30, specifically to spread the load on the servers.

Two details from that are worth carrying forward. First, Rockstar labelled it a beta, which set expectations and gave it room to be rough. Second, the staggered rollout means the answer to whether you can play on day one may depend on which group you fall into, not just on the calendar.
