Nobody outside Rockstar knows what GTA 6 cost. Take-Two does not publish per game budgets and never has. What exists is a set of analyst estimates, the most widely repeated of which puts spending at roughly 1 to 1.5 billion US dollars so far, and a viral 2 billion dollar figure that no company has ever confirmed. This page keeps those three levels apart, because almost every article you will read blends them into one confident number.
Three levels of certainty, kept apart
Read these as three separate things. Mixing them is how a guess becomes a fact on the internet.
as of August 28, 2026
Officially confirmed: nothing. No budget number for GTA 6 has ever come from Rockstar Games or Take-Two Interactive. CEO Strauss Zelnick has said only that the game was expensive.
Seriously estimated: roughly 1 to 1.5 billion US dollars of development spending so far, an estimate Business Insider built from industry analysts and which IGN and other outlets carried in May 2026.
Virally claimed: 2 billion US dollars. This circulates as a total project figure including marketing and online infrastructure. It has no traceable primary document behind it and no company has stood behind it.
Where the numbers actually come from
Every figure in circulation has an origin. Here are the ones that can be checked.
The 1 to 1.5 billion estimate
Business Insider put cumulative Take-Two spending on GTA 6 at roughly 1 to 1.5 billion US dollars, based on industry analyst estimations rather than internal company documents. IGN reported it on May 6, 2026 and it has been the anchor number ever since. It covers development spending to that point, not the full lifetime cost.
Asked directly about the figure, Strauss Zelnick declined to say how much had been spent, but did confirm the game was expensive. He described Take-Two's approach as giving teams the resources to aim for perfection. That is the closest thing to an official comment that exists, and it contains no number.
Take-Two does not disclose development budgets for any of its games, so the absence of a GTA 6 figure is normal practice and not a cover up. Reporting on the viral cost comparisons makes this explicit: Rockstar and Take-Two have never disclosed a development budget for the game.
After the second delay pushed release from May 2026 to November 19, 2026, Insider Gaming's Tom Henderson reported a figure of around 10 million US dollars per month in additional development costs, sourced from a developer. Six months at that rate is roughly 60 million. Neither Rockstar nor Take-Two confirmed it, and it is a single anonymous source.
Which raises the obvious follow up: is any of this actually a record?
Is it the most expensive game ever made?
Almost certainly yes, and we still cannot prove it. Proving a record requires two confirmed numbers, and the games industry publishes neither. What we can say is that every credible estimate for GTA 6 sits far above every previously reported record, by a factor of roughly four to eight.
The benchmark everyone reaches for is GTA 5, and it is the only one with a reported figure that has held up for over a decade.
GTA 5: 265 million US dollars, 2013
The Scotsman reported a combined development and marketing budget of 170 million pounds, about 265 million US dollars at the time. That covered both making the game and selling it, with a staff of more than 300. It was widely called the most expensive video game ever produced on release in September 2013.
The previous reported record holder was Star Wars: The Old Republic at around 200 million US dollars. That is the scale the industry considered extreme before 2013, which is useful context for how far the estimates for GTA 6 have moved.
This is a straight currency conversion of an estimate, not an Indian specific figure. The uncertainty in the dollar number carries over completely.
Estimated development spending so far: about 9,540 to 14,310 crore rupees.
Viral total project claim: about 19,080 crore rupees, unconfirmed.
GTA 5 development plus marketing, 2013 report: about 2,530 crore rupees at today's rate.
At the mid market rate of roughly 95.4 rupees to the US dollar on August 28, 2026, the seriously estimated range of 1 to 1.5 billion US dollars works out to about 9,540 to 14,310 crore rupees. The viral 2 billion dollar ceiling would be around 19,080 crore, or roughly 1.9 lakh crore.
For the GTA 5 comparison, 265 million US dollars converts to about 2,530 crore rupees at today's rate. That is a conversion of a 2013 dollar figure at a 2026 exchange rate, so it is a rough sense of scale and nothing more.
Why the budget matters to you as a player
Budget talk is usually just spectacle. Three parts of it genuinely affect what you pay and what you get.
The price is already set at 79.99 dollars
Take-Two priced the standard edition at 79.99 US dollars and the Ultimate Edition at 99.99, above the 69.99 ceiling that held for years. Zelnick's public argument is that game prices have not risen as fast as development costs. Whether you accept that argument, the price is set and the budget is the reasoning behind it.
Analysts expect the spend to be recovered quickly. GTA 5 earned a billion dollars within three days in 2013, and reporting cites a DFC Intelligence projection of about 3.2 billion dollars in first year revenue for GTA 6. B. Riley Securities estimated the ten dollar price increase alone could add over 300 million in net bookings.
A large budget is not evidence of aggressive monetisation, cut content or a DLC roadmap. People argue all three from the cost figure, and none of it follows. If you see a claim that the budget forces some specific business decision, ask which document says so. Usually there is none.
Nobody can show where that number came from. It circulates as a total project estimate including marketing, but no analyst note, filing or company statement backs it. The most widely reported estimate is 1 to 1.5 billion dollars of development spending, and even that is an outside estimate.
What has Rockstar or Take-Two said about the budget?
No number, ever. CEO Strauss Zelnick confirmed the game was expensive when asked in May 2026 but declined to say how much had been spent. Take-Two does not disclose development budgets for any of its games.
What did GTA 5 cost to make?
The Scotsman reported 170 million pounds, roughly 265 million US dollars, covering both development and marketing. That was September 2013 and it made GTA 5 the most expensive game reported at the time. Rockstar never officially confirmed the figure either.
Is GTA 6 the most expensive video game ever made?
Almost certainly, but it cannot be proven. The estimates sit roughly four to eight times above the previous reported record, and no publisher confirms budgets, so there is no pair of official numbers to compare.
How much is the GTA 6 budget in Indian rupees?
At about 95.4 rupees to the dollar on August 28, 2026, the estimated 1 to 1.5 billion dollars is roughly 9,540 to 14,310 crore rupees. The unconfirmed 2 billion claim would be about 19,080 crore. This is a currency conversion of an estimate, so the uncertainty carries over.
Does the huge budget mean GTA 6 will be full of paid content?
Nothing published supports that link. A budget figure says what was spent, not how the game will be monetised. Any claim that the cost forces microtransactions or a specific DLC plan is speculation, not reporting.
